Cable lengths are measured as the Manhattan Distance from the PCU to the substation. The Manhattan Distance is calculated by taking the sum of the distances between the x and y coordinates: \(\Delta x + \Delta y\).

The length of a cable is also dependent on which circuit it is in. Circuits contain a limited number of cables, and thus determine the route and length of a cable. Circuits are determined and calculated by AUTOPV.
